His Holiness, Ryan Gossifer
A leader of 27 years who has been running Lugua for 10 years. He and his wife Gosun have 5 children, 3 of which are boys. One of them will succeed Ryan as the spiritual leader of Lugua.
This is not about succession, but about the fact that one of the children has some kind of power to lead the country through a specific blood group. It concerns a unique blood group LL (new blood group 'Leader Lugua').
For 500 years only one child of the leader has had that type of blood group. That will be the successor of the current leader.

President of Lugua, Sakando Lapu
The president of Lugua is elected by the leader and goes on field research 5 days a week, looking for opportunities for change and to control the country.

Sakando is 34 years old and married to Zakro Polut (a gay couple, not inconceivable because of the amount of men that exceeds the number of women). LGBTQ is no problem at all in Lugua, if you strictly obey the rules of the religion Luguanoic and take care of nature.

Church of Lugua & Luguanian Council
The Church of Lugua is the main religion for all residents. They have monasteries all over the country. The President of Lugua is also the Cardinal.

The Luguanian Council is only for a select group of 20 residents from the Luguanian class. These people will listen to all issues and wishes from the community, but will also discuss all foreign affairs.They aim at advising His Holiness. Looking into problems and finding good and stable solutions is what they do.

Lugua has different groups of residents. The main difference can be found in their position within the state and community.

Luguans: The highest ranked people within Lugua. These people are religious people who usually work for the Holy State of Lugua, are a part of the Council or lead organisations. This class is reserved for male residents.

Stuguans: These are the normal folks, residents of Lugua. Also children and women can be found in this class. This class benefits from working in the petrol industry.

Guan: People with a bad reputation. Maybe they were in prison or acted against the religious laws of Lugua. Guans can clear their name to get higher-up. They often work in the petrol industry, churches or help the community.
